A developer's written consent required to resell or transfer an off-plan unit.

Legal & Ownership

A No Objection Certificate (NOC) is a letter issued by the developer confirming they have no objection to a buyer reselling or transferring an off-plan unit before handover. Most UAE off-plan resales require an NOC, often subject to a minimum percentage of the price having been paid and an administrative fee to the developer.

Why It Matters

  • Without an NOC, an off-plan resale (sometimes called "flipping") cannot be legally registered with the land authority.
  • Developers commonly require 30–40% of the price paid before issuing an NOC, and charge a transfer fee (often a percentage of the resale price).
  • Always confirm NOC eligibility and cost before assuming a quick off-plan resale exit is available.
